The bandwidth and latency requirements of modern datacenter applications have led researchers to propose various topology designs using static, dynamic demand-oblivious (rotor), and/or demand-aware switches. However, given the diverse nature traffic, there is little consensus about how these would fare against each other. In this work, we analyze throughput existing under different traffic patterns study their unique advantages potential costs in terms ''tax''. To overcome identified inefficiencies, Cerberus, a unified, two-layer leaf-spine optical design with three types. Cerberus systematically matches most suitable type: e.g., latency-sensitive flows are transmitted via static topology, all-to-all rotor elephant topology. We show analytically simulations that can improve significantly compared alternative approaches operate datacenters at higher loads while being throughput-proportional.
